Numbers suggest otherwise
There are over five times as many students from that area at Tech as there are at UVa.
Based on figures released by Tech on its class of 2022, about 285 members are from counties west of Roanoke (that figure is inflated by 92 from Montgomery County). Besides Montgomery, Tazewell County produced the largest number (33) in that particular class. By comparison, UVa's class of 2020 featured 55.
Several other factors involved in the analysis of students from "west of Roanoke." There are still a lot of first generation college students. And there are also a large number of students who transfer from community colleges in the region. It's also possible that UVA-Wise does capture a few students who might otherwise arrive in Charlottesville.
Of course, I'm speaking to admissions and enrollment. The term "receptive" could certainly have other connotations. Speaking only for myself, I never had any negative experiences at Tech based on my area of origin. Besides the fact that the institution itself is already located "west of Roanoke," I don't know that many students from the area would feel the need to feel specifically welcomed or accommodated at Tech. Growing up, a lot of my peers identified Tech as being "big" but I never sensed that they would have felt out of place due to their Appalachian identity.
